CSA 10 & CSA 12 Maps

“When I use a word,’ Humpty Dumpty said in rather a scornful tone, ‘it means just what I choose it to mean — neither more nor less.”

Sphere of service line or Urban Service Line (USL) – the Planning Dept means just what it chooses to mean – neither more or less. When it suits the Planning Dept, the border of a CSA is a USL, and when it doesn’t suit the Planning Dept, it isn’t.

Here are several versions of CSA-10, CSA-12, and Avila Beach Service Areas Maps on the different SLO County websites. Sometimes the border is marked as a Sphere of Service line, or sometimes just as a Service Area, or sometimes it is marked as an Urban Service Line (USL).

There is no map of CSA-12 in the San Luis Bay Area Plan.

 Avila Beach CSD from SLO LAFCO - shows Service Area and Sphere of Influence – but not USL

There is no map of Avila Beach in the San Luis Bay Area Plan that shows any USL or Service Area.

There is this one page from the Avila Beach Specific Plan that references the urban services line:

Avila Beach Urban Services Line - but this doesn’t correspond to any LAFCO map as it includes all of Avila Beach CSD, and part of CSA-12.

Avila Beach Urban Reserve Line Land Use Categories - this matches the Avila Beach Specific Plan page 148 language, but doesn’t appear to be part of the LCP. Also shows the Coastal Zone.
